Do you have what it takes to be the Hard FM Performance Manager for Regional Delivery South West?

You will be part of an enthusiastic team working together to ensure that the DIO meet the high standards expected of a government body.

As the Hard FM Performance Manager you will lead the Assurance team and act as focal point on all assurance matters within the region, accountable for ensuring your team adhere and conform with all agreed DIO TLB processes and operating procedures, particularly those which are detailed under the key infrastructure process for Assurance including the Estate Management Practitioners Guide (EM02). To lead the regional assurance team and work with the Industry Partners (IP) and DIO colleagues managing IP interfaces to coordinate and implement assurance activities ensuring delivered services and works are undertaken in accordance with regulations and that the authority has a statutory compliant estate as well as identify, analyse and report trends, preparing action plans where appropriate.

The Hard FM Performance Manager is responsible for providing support to drive forward business improvement initiatives, assist in facilitating effective reporting and act as a conduit for the SW Region, DIO, MOD and Civil Service initiatives to enable the SW Region and SW Hard FM Performance team, to operate as efficient cohesive units.

You will require excellent leadership skills to help lead and develop your team members and there will be ample opportunity to develop your own skills further by continuing professional development.

Post may be located at any DIO Regional Delivery South West office subject to available capacity.

Responsibilities
Main Responsibilities

- Strong Leadership and Line Management Skills
- Assurance - Manage and/or conduct contract assurance, compliance and any internal audit, inspections and quality assurance as defined in the contract. Manage new resolutions required with stakeholders, ensuring they are compliant to extant policy. Identify the procedure and carry out joint management process management reviews. Host and assist external assurance organisations to undertake their 3rd part accreditation.
- Governance - Develop the Assurance Strategy, ensuring that the level of audit is proportional to the level of risk and lead the DIO Assurance programme, developing a compliance schedule for the SW RD Region.
- Stakeholder Engagement - Managing development of stakeholder management and analysis activities for team/function and foster a strong working relationship with the IP managing their performance validation for statutory and mandatory compliance. Engage with other areas of the IP, outside that of Contract Quality, including the Helpdesk, Fraud & Security and Health & Safety.
- Regional Business Improvement - Monitor Compliance relating to policy, instructions and guidance, take actions to improve compliance, operational efficiency and the policy framework, escalating significant risks and issues up the policy governance chain. When required, be responsible for preparing briefing guidance as necessary to support the effective execution of operations across the Region. Provide Regional advice and guidance to SD personnel in respect of the Assurance matters. Delivering -in house- training or support where required to increase SFM awareness.
- Performance Management - Develop and improve the quality of DIO Data and Information holding, getting the right information to the right people at the right time.

Travel Requirements

The South West Region is geographically large, and the successful candidate will have to travel to different locations to fulfil the role successfully and effectively, including occasional national travel. Some overnight stays may be required.

A full UK Driving licence will be advantageous.

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working and Job Share working patterns will be considered.
