Salary: 63,500 - 72,445 + substantial pension and benefits. GBP

The Challenge

This is a key role at grade 6 level within the DIO. You will be a role model across the DIO, and MOD more widely, and be the person whom all staff look to (be they peers, seniors or more junior) for advice on risk and assurance. DIO runs a system of Risk-Based Assurance for its business.

Deputy Head Risk & Assurance leads a team of 11 civil servants ensuring that DIOs corporate assurance activities are appropriately aligned with risks to business delivery, with appropriate controls and management action in place to mitigate these risks.

The postholder is required to exercise leadership not just within their team but across the entire DIO and to actively liaise with stakeholders in the centre of the MOD. A major aspect of this role is embedding positive change within the risk and assurance activities across DIO. An ability to understand how detailed business level activities impact the strategic level of DIOs business is essential.

We employ approximately 4,900 staff from a very diverse range of professions, and we work across the world; in Germany, Cyprus and the Falkland Islands, Norway, Poland, Kenya, Belize, Nepal and Oman.

Responsibilities
Main Responsibilities

Ensuring the DIO Executive Committee, Board, and Audit Risk and Assurance Committee are provided with cogent, objective advice on corporate risk and assurance matters.
Ensure that a robust system of corporate risk assessment and corporate assurance is both maintained and strengthened throughout the DIO.
Manage the Top Level Budget (TLB) Annual Assurance Reporting process together with individual inputs to Functional Annual Assurance Reports.
Working with colleagues in Defence Risk and Assurance and other MOD TLBs, obtain situational awareness of risk and assurance matters and ensure DIOs requirements are addressed.
Ensure clear, coherent advice on risk management and assurance throughout the DIO.
Engage in business case improvement activity and ensure the provision of sound, timely risk scrutiny for infrastructure business cases.
Working with Defence Internal Audit to ensure a robust programme of 3rd party audit is put in place to address both DIOs own and MODs wider needs.
Manage the provision, and assure the safe operation, of DIOs vehicle fleet (around 600 fleet vehicles and 6,000 spot hire vehicles per year).
Provide advice and a focal point for counter-fraud activity within the DIO.
Delegate for Head Corporate Governance in his/ her absence.

Experience of the formal scrutiny of business cases for investment.

Employment hours
The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Part time, Flexible working and Job Share working patterns will be considered.

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.

Selection process details

4.Providing objective advice, both written and oral, to Executive Committee / Board Level of a large organisation.
