Salary: 55,500 Outer London Weighting Allowance + substantial pension and benefits GBP

The Challenge

We are looking for an experienced Contract Management lead used to working in the Estate/Facilities Management field as well as a complex contract environment. Within the MODs Defence Infrastructure Organisation (DIO) the lead is the Authority Representative accountable for the oversight, management, and delivery of a range of Private Finance Initiative (PFI) contracted services and selected new works to the built assets and facilities that support all site station activities.

The Team Leader manages a small team supported by commercial and finance to manage the Contract in its delivery of a full suite of Hard, Soft, and Ancillary Services to the Station. The role requires confidence working across a range of end user customers and managing Industry Partners (IPs). The Team leader (TL) will assist with development and delivery of long, mid and annual works delivery programmes and identifying the appropriate financial profile forecasts so support Customer annual business planning activities. The TL will be expected to prepare business cases for certain new works to obtain necessary approvals and will be accountable for expediting an approved and agreed New Works/ Additional Services annual Programme to achieving or exceed forecast targets. The postholder will be proactive in seeking and acting on customer feedback and driving a culture of continuous improvement and efficiency to the performance of their own team and IPs.

The role acts as the primary conduit for information and communication with the contractor in respect of Service delivery, ensuring Management Plans are in place and current. Project delivery schedules are produced, reviewed, and reported against progress monthly. The Team Leader is accountable for verification of mandatory compliance and assurances and KPIs. The postholder will also be required to compile, implement (where need identified), administrate, and manage monthly management reporting activity. The TL will arrange, chair, manage, record, and report a monthly cycle of formal delivery, performance, and compliance reviews with all stakeholders involved.

Collaborative working is a key enabler to delivering with our PFI Partners. You will be responsible for developing, embedding, and maintaining strong collaborative relationships based on ISO44,001 principles, seeking opportunities to drive value through these relationships.

As a senior leader this role will be highly capable in working across functional boundaries to build a high performing and integrated team. This role will be expected to lead by example, setting the highest professional standards and values delivering DIOs vision of excellent service delivery, valuing diversity and fairness. The TL will guide and support individual team members to maximise their ability and contribution and assist them in their personal and professional development.

In undertaking this role, the postholder will be the visible representative for DIOs Regional Delivery PFI Contract Management Authority at Northwood and will operate within a high-profile environment. As such the ability to work with and support senior Military and Civil staff is an important key requirement.

Responsibilities

Main Responsibilities

These will include:
Leading and managing the Northwood PFI Contract Management Team (CMT). Setting and managing the priorities and work of the team to ensure delivery of outputs.
Promote a positive, collaborative, and proactive working environment within the team, and with key enabling teams across DIO and MOD.
Develop your team and individuals to build capability and ensure appropriate succession and resilience plans are in place.
Responsible for ensuring that the CMT is compliant with all mandatory and reporting requirements.
Promote Health, Safety and wellbeing at individual, team, and corporate level.
Support Departmental business, including Ministerial correspondence, media enquiries, Parliamentary Questions and FOI requests.
Develop build and maintain strong collaborative relationships with our partners in accordance with ISO44,001 principles that support and enable an environment of equal trust and challenge between all.
Engage with suppliers, share emerging plans to ensure alignment of resources and priorities between parties.
Support customers to develop long-term, mid-term and annual delivery plans for the site. Assist delivery of plans in accordance with Senior Management Annual Budgeting Cycle and Infrastructure Delivery Processes.
Arrange, manage, chair and record customer liaison meetings as required.
Ensure the provision of expert estate advice to the customer in line with DIOs vision.
Manage and assure delivery of Statutory, regulatory, mandatory, and contracted obligations for Services delivered by the IP to ensure full compliance.
Operate the Pay mechanism process, assuring and validating unitary charges, identifying performance adjustments and approving payment.
Develop and deliver annual assurance and reporting mechanisms.
Liaison and engagement with Technical and Assurance SME functions to ensure compliance
Instigate investigation into aspects of service failure, identify lessons to be learnt and implement corrective action where required.
Oversee production of high quality and accurate reporting mechanisms identifying performance, risk, issue, and opportunity. Embed active risk management and actively employing approved risk management tools.
Develop improvement plans responding to opportunities at contract level to align and support DIOs vision of a better estate, better service, and better business.
Oversee and manage the end-to-end contract change process, reacting to meet changing customer requirements.
Provide effective reports detailing status of change or project delivery monthly.
Manage formally requested enabling works through the contract change process.
Identify opportunity for sustainability, carbon reduction or other efficiency and develop implementation options with IP for consideration of implementation.

Desirable Experience & Skills

A strong background in the management of large, complex FM/Estates contracts ideally supported with professional/ technical qualifications and or appropriate professional membership.

The Defence Infrastructure Organisation (DIO) is the estate expert for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infrastructure.
