Barrow-in-Furness, BAE Systems Site Redevelopment Programme (SRP)
Barrow-in-Furness is home to one of the few shipyards in the world that builds nuclear submarines.
The shipyard is currently building Astute-class submarines (97m in length) and is moving into its next generation of submarines, through the production of Dreadnought-class (154m in length) submarine. To provide the required capabilities to support the Dreadnought production, the site is undergoing redevelopment through the construction of new state of the art facilities and upgrading the existing facilities and buildings.
The Barrow Site Redevelopment Programme (SRP) was commissioned by BAE Systems Submarines in 2011 as part of the wider Dreadnought Programme of works. It is a complex integrated infrastructure programme with multiple diverse projects on a live manufacturing site, with further complexity added by nuclear licencing requirements. The projects follow the Royal Institute of British Architects (RIBA) 8-stage plan of work, from strategic definition to use. The programme seeks an investment greater than £1bn, marking the largest investment on the shipyard site since 1986.

Key Responsibilities include:
The Construction Manager has delivery responsibility to the Project Manager and acts as the onsite Technical Authority for Construction, ensuring that the Construction activities are delivered in accordance with the contract between the Principal Contractor and BAE. Contractually the Construction Manager acts as the NEC3 Supervisor. In delivery the Construction Manager acts as SME.
The Construction Manager has the authority to delegate some or all of his authority to the SRP Clerk of Works dependent upon the requirement and the experience of the Clerk of Works nominated. The onsite Construction Manager will act as the primary Construction Responsible Person.
The Construction Manager is responsible for ensuring that the project is constructed in accordance with the design specification and drawings. Additionally (but not limited to) the following:
Liaison with Facility/Area Project Managers.
Operational Safety Case (OSC) team as applicable and the relevant responsible design authority.
For Nuclear - Docking & Nuclear Services Authorisation Group (DNSAG). TOR/016 provides the terms of reference for the DNSAG. Note - for both Nuclear and non-Nuclear Head of Site and Facilities responsible person must be contacted in the first instance.
Review of and final authorisation of PC produced Pre-Construction/Mobilisation documents and Construction Phase Health and Safety Plans (CPHSP).
Chairing the Pre - Construction, Construction Phase Health and Safety Plan and Mobilisation meetings in accordance with the published schedules of work on behalf of the Head of Construction (Facilities).
Ensure that within the Construction Phase Health and Safety Plan that the organisation in place to support the Client for a particular project is clearly identified and contained within the text. This should include the role of the Responsible Person identifying clearly whether this is Construction Management Responsible person (CMRP) or Responsible Person depending on the project requirements, system of work being adopted by the Principal Contractor to enclave the site and the location of the project.
Production of/ review of (if Principal Contractor produced) construction/installation programmes with interface with the relevant departments and groups above.
Production of/ review of (if Principal Contractor produced) construction/installation Risk Assessments and Method Statements (RAMS), which prior to commencement of construction are to be approved by Facilities responsible person and additionally for Nuclear DNSAG.
In conjunction with the Principal Contractor, ensuring safety is controlled and managed adequately throughout construction.
Management and execution of construction in accordance with established procedures and arrangements (permit to work, supervision of work, inspection of work, quality record maintenance managing subcontractors).
Training and management of construction team staff and key auxiliary roles e.g. Local Area Safety Managers, Clerks of Works, SHE and Quality personnel.
Establishment of an effective organisational structure to meet project construction targets. Development and maintenance of construction logic, programmes and reporting of progress.
The initial approval of construction documentation; Safety Cases; Pre-Construction Information Pack; Construction Phase Health & Safety Plan; SSoW; Waste Management/ Environmental Assessment Plans.
For notifiable projects: ensuring the CDM(C) compiles the Health and Safety File in accordance with the CDM Regulations and with corporate requirements.
Ensure that all operatives are suitably trained for work to be undertaken and training records are maintained in the Principal Contractor's Health & Safety File.
Coordination with all interfacing teams/departments and service providers that support construction.
Coordinate site activities and liaise closely with the Commissioning Manager as the project reaches close out phases, achieving substantial completion, and close out of punch list (snagging) items and timely submission of reworked (redline) drawings, manuals and any warranty documents.
The overall governance of contractors on behalf of BAE Systems on SRP projects will be administered primarily by the SRP Construction Managers, assisted where necessary by the SRP Clerk of Works.
Liaison with Contractor Management Control will be made regularly and also where irregularities arise.
The SRP Construction Manager and the Clerk of Works have the authority under the Responsible persons process to stop any activity or, if necessary, the project if levels of safety or adherence to Risk Assessments/Method Statements are not made.
Functional responsibility to the Senior Construction Manager. The Construction Manager is accountable to the Senior Construction Manager for the delivery of construction aspects of a project and has the authority to direct the construction aspects within the project in accordance with due process.
Delivery responsibility to the Project Manager as the NEC3 Supervisor.Essential
Barrow 40 hours a week, 5 days a week. T&S will be considered on a case-by-case basis
Good communication skills and ability to negotiate and influence others including building and maintaining effective relationships with multiple stakeholders
Degree qualified or relevant experience (civil / mechanical / marine/ construction, in particular).
Experience of modern construction management techniques within complex, multifunctional organisations and sites.
Knowledge and understanding of construction processes involved in planning and strategy; organisation and governance; personnel and professional matters.
Knowledge and experience of CDM Regulations, Construction Health and Safety Regulations, liaison with Principal Contractors.
Experience of working with the Principal Contractor ensuring safety is controlled and managed adequately throughout construction.
Hold at least one of the following H&S certifications:
- Site Managers Safety Training Scheme (SMSTS)
- IOSH Managing safely
Membership of a relevant professional body
Knowledge of UK Health and Safety Legislation, information concerning specific company safety, quality and security procedures shall be provided in-post.
Experience of working on complex nuclear infrastructure projects
Experience of defence (infrastructure) projects
Construction Management competence is desirable from Membership of a relevant professional body where Construction Management Competence and Experience is a criteria for qualification.
