Job description

This a fixed term position for 12 months.

The Meaningful Lives Matter Programme has been established to transform service delivery for people with a learning disability and/or autism to thrive in their community, have a place to call home, be employed or have something to do that they feel is meaningful and have someone to love and be loved. This programme is one of the top three priorities of ECC and needs to be effectively promoted and managed internally and across Essex.

The Communications Advisor will be responsible for delivering internal and external communications activities for the Meaningful Lives Matters programme across all channels, to a wide range of audiences. Linked to a senior specialist in the corporate communications team to ensure all communications are aligned to the Council's strategic approach and direction. Responsible for helping to shape communications proposals for the programme, as well as creating and curating content that supports the delivery of change to behaviours, perceptions and attitudes, as well as increasing levels of understanding and satisfaction.

The role requires an individual who is adaptable, adept at working in a fast-moving and customer-first environment, that relies on real-time communications, welcomes change and has a growth mindset. They will be required to work flexibly and collaboratively across structural boundaries in support of key outcomes.

Service/Functional Accountabilities

Responsible for planning communications strategies and campaigns, writing and producing on and offline content, including press releases, videos and events. Working closely with stakeholders, partners and the media to deliver high quality internal and external content.

Support the recruitment and maintenance of a strong network of influencers and advocates to promote the Meaningful Lives Matter programme.

Responsible for offering guidance on which inbound media opportunities to pursue and which to decline, to make better use of resource.

Work collaboratively with stakeholders within the Programme and with colleagues across Communications and Marketing to share knowledge, insights and data.

Specific individual and shared targets and objectives are defined annually within the performance management framework.


Budgetary responsibility (direct or indirect impact): Responsibility for external communications activity (less than £500k)
Knowledge, Skills and Experience
  • Educated to RQF level 6 (Bachelor's degree) or equivalent by experience.
  • Evidence of continuing professional development and knowledge in relevant professional area.
  • Experience of working on publicity campaigns on a local and national level, on behalf of a large, complex organisation.
  • Strong news judgment and pitching skills, excellent writing and communication skills.
  • Experience of multidisciplinary and cross-functional working.
  • Experience of carrying out a media relations role on behalf of a public sector or relevant private or third sector organisation
  • Ability to effectively communicate strategy is desirable.
  • Experience in a Communications and Marketing advisory/consultancy role is desirable.
  • Show a passion for people and being part of an exciting transformational programme.

The role requires you to be mobile throughout a wider operational area including travelling around the county of Essex and beyond, transporting service users and their belongings and to be able to do so in an emergency. Driving licence and car or the ability to meet the mobility requirements of the role through other means is essential.

As part of employment with Essex County Council (ECC) should your role require a DBS check you will be required to register with the DBS update service. The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate.
