The Defence Infrastructure Organisation are flexible in the location you work and are advocates of smarter working practices. The base location for these roles can be any DIO Location in the UK, but the centre of activity for the Army role is Andover and the centre of activity for the Air role is Cambridgeshire.

MOD’s Defence Infrastructure Organisation (DIO) enables Defence people to live, work, train and deploy at home and overseas. As one of the largest landowners in the UK (c. 2% of UK landmass), we manage assets worth £28bn, with an annual budget of £3.3bn.
DIO is undertaking an ambitious series of estate development and construction programmes on behalf of our customers and as a Programme Director within Major Programmes and Projects (MPP) you will have the opportunity to lead one of the most important and challenging of these.
The role is an opportunity to play a central role in Major Programme and Project leadership in Defence and deliver a programme of work that is a key enabler for some of the MoD’s most important strategic outputs. As a member of the senior management team, you will lead the delivery of key objectives through the programme and also provide a strategic perspective on best practice in Government programme delivery. You will work with and be supported by a talented pool of people and you need to be passionate about developing the potential of others to deliver a first-class service.
This post is a senior level appointment within the DIO’s Major Programmes and Projects directorate (MPP). MPP is accountable and responsible for the delivery of capital infrastructure projects and programmes in the UK and overseas, the current portfolio is valued at over £10bn, with investment exceeding £1bn per annum. MPP provides: infrastructure delivery leadership and management; subject matter expertise; and crown assurance of programme and project delivery. MPP is deeply involved in its projects, from initial assessment of need, early-solution development through to procurement, construction, and handover to customers. Each project and programme forms an important, and in many cases key component, of national Defence capability, operating through a geographically dispersed organisation.
Job description
DIO is seeking to appoint two Programme Directors, Programme Director – Army Infrastructure and Programme Director – Air Infrastructure, who will be accountable for all aspects of delivery over a large and active portfolio of projects, leading a multi skilled team throughout the UK and overseas. Projects range in scale and complexity from major construction to facilities upgrade, most of which take place in a live operational environment.
You will be responsible for the delivery and leadership of customer strategic programmes, whilst adhering to programme management and controls, and all agreed DIO and Top Level Budget Holder (TLB) processes and operating procedures, including commissioning and assurance of all P3M outputs. The post holder will be responsible for managing relationships with all stakeholders to ensure performance is optimised, and will be required to manage the political dimensions associated with high profile delivery in a department of state.
Although the role is within a highly controlled environment, the management structure is such that there is considerable flexibility in the way that decisions are taken, and work is directed.
