Talent and progression at DCMS

DCMS is committed to developing and progressing talent and offers many routes to help you on your way to success.

Future Leaders Scheme, Senior Leaders Scheme and META scheme

The Future Leaders Scheme (FLS) and Senior Leaders Scheme (SLS) are cross-government accelerated development programmes and the META scheme aims to support the development of Black, Asian and Minority Ethnic (BAME) staff at Grade A/A(U) with the ambition and potential to become future leaders of the Civil Service.

These schemes are a great opportunity to build your network, get high quality leadership development and ultimately give you the tools and confidence to progress to senior roles across government.

How does it work?

Participants complete a two year development programme that enables them to broaden their learning and accelerate their development as part of a group of colleagues from across government. Year one is structured with formal teaching and the following year involves more self-led development and consolidation.

Positive Action Pathway

The Civil Service Positive Action Pathway (PAP) is a cross-government development scheme for talented civil servants, from Grade D to Grade A(U), who are from under-represented groups and have the potential to progress to at least the next grade.

It aims to equip participants with the skills and confidence to realise their full potential and to assist with career progression.

Each department decides which specific groups and grades to target, based on business needs and clear evidence of under-representation.

DCMS has opened this opportunity to women, BAME, LGB&T+ and people with disabilities.

What will I experience?

The Positive Action Pathway is a formal 1-year learning programme consisting of:

  • a 1-day launch event;
  • a development event;
  • three 1-day workshops;
  • membership of a structured action learning set;
  • on-the-job learning, such as project work or wider work deployment;
  • a 1-day closing event.

Current Civil Servants can apply to most of the schemes without a degree and we can give you some helpful pointers along the way!
