My career journey at Ofcom: Paul Mercer

Paul Mercer, Director of Programme Operations and Delivery, tells us about his journey from a youth training scheme, through the Spectrum Group and beyond.

What first attracted you to a role at Ofcom?

I transferred to Ofcom from a legacy regulator, the Radiocommunications Agency. It proved to be a refreshing switch as the new Ofcom felt so different to the public sector at the time.

Can you tell us a little bit about your first role and what your aspirations were?

I started out on a Youth Training Scheme (YTS) earning £27.30 per week and had to pay the first £3 towards my weekly travel expenses! My aspirations were limited to passing the technical qualifications required to become a trainee, which I achieved after attending day release at a college in West Norwood.

How did you progress to where you are now?

I tried to take opportunities when they came along. Having been involved in spectrum enforcement for a number of years, I lead a team of engineers/enforcers at the London Olympic Games and the Commonwealth Games in Glasgow.

I then worked with Carys Reynolds in the Spectrum Group on the transfer of colleagues from Arqiva. This was a great experience, providing an insight into other areas of Ofcom’s work and practises. I’ve been lucky to have very empowering and supportive managers who have helped me to develop, which is critical.

What opportunities were most beneficial to your progression?

I think directing Ofcom’s work at the Commonwealth Games. Managing stakeholder relations and creating policy and process is very tricky once government guarantees have been granted.

What are your aspirations for the future?

To continue to enjoy my work and exploit opportunities to get involved in operational strategy and delivery, and other people-related initiatives.
