Chief People Officer. Dominic Houlihan,

The IPO is currently advertising to fill the role of a Chief People Officer. Dominic Houlihan, the current CPO, joins us to answer some questions about the IPO and what you could look forward to if you applied.

So, Dom, what makes the role interesting?

As cliché as this sounds, no two days are the same. We have outstanding colleagues who work across the many teams that make up the Chief People Officer remit. These colleagues will inspire, support and rightfully challenge you as you lead on issues relating to transformation, culture development, organisational design & development, future ways of working alongside many other key challenges.

Outside of the functional responsibilities, as a member of the IPO Board it has been a privilege to help contribute and shape discussions across all strands of our IPO strategy; from discussions on our international focus through to how we make infringement of intellectual property rights as socially unacceptable as drink driving. We’re a unique organisation in that we cover all facets of our remit – from policy and legislation, operational delivery, business outreach and engagement, campaigns, international engagement etc. As such, as a Board Member you’ll have a truly corporate-wide focus and you’ll be joining a Board of dedicated, committed individuals. A One-IPO team.

Where’s the role going in the future?

Where do you want to take it? There is opportunity galore for the postholder to continue to shape our organisation aligned to our strategic ambition and as a growing organisation, the sky’s the limit.

Certainly there’s a key opportunity for the postholder to shape our approach to transformation and organisational design & development, helping to ensure we deliver for our customers and our people alike with better tools, systems and roles. This means wherever you take the role, you’ll be at the heart of really significant actions helping to unlock further our organisational potential.

Equally, you’ll be joining an award-winning and innovative directorate not afraid to try new things. This ambition is matched by the wider organisation too so if you like to try new and innovative ideas, you’ll find our teams extremely supportive.

What do you think are the challenges ahead?

We are a high-performing organisation with our people services widely respected internally, across government, and across industry. Our people rightly demand the best from us and when you’re starting from a very strong position, sometimes it’s even harder to keep momentum going. However, this high expectation is matched by the dedication, professionalism and passion throughout every team that comprises the Chief People Officer remit.

Likewise, leading any organisation through change can be a demanding activity. The Chief People Officer will have to ensure, working with the wider Board and teams throughout the organisation, that we remain true to our values and principles and continue to ensure we are a brilliant place to work throughout such change. This includes working alongside our staff led inclusion networks and our Trade Unions to ensure we continue to have real engagement.

Why should whoever is reading this, apply for the role?

This is a tremendously exciting role at the heart of real change throughout the organisation. We employ over 1600 people across a range of specialist professions – from our operational delivery professionals, technical specialists who form part of our Science, Technology, Engineering and Mathematics communities, and through to our brilliant policy professionals at the heart of Intellectual Property issues across government, we have a dynamic mix of people which can be unusual within organisations. And we’re growing still.

From a Chief People Officer perspective, the ability to shape and influence the direction of such a complex, renowned organisation steeped with history and innovation is surely an opportunity too good to miss.

If the role is so great, why are you leaving?

Five years ago I joined the IPO team – it now feels as though I’m leaving my IPO family.

I am leaving to follow a career ambition and passion of mine – in fact, it’s taken a life-passion for me to even consider stepping away from the IPO. Such an opportunity has only been afforded to me thanks to the dedication, support and development I’ve been fortunate to have received at IPO.
