What is the Return-to-Work programme?
The Home Office Return-to-Work Programme offers placements in Digital, Data and Technolgy (DDaT), to individuals who have been away from work for an extended period. The programme provides the opportunity to experience the breadth and depth of careers in the Civil Service DDaT.
The Return-to-Work placements will enable you to be involved in delivering key government objectives, while providing the chance to refresh and test your skills and experience, or build up and gain insight into new areas of interest.
These will be paid work placements at an appropriate level for the type of work and skills required. The aim is that the Programme will equip you with the necessary skills and knowledge to apply for permanent or temporary roles within DDaT.
The Return-to-Work Programme will be open to all individuals who have taken a break from their career or profession for at least 2 years, as at September 2019. During this time, you may have worked on a small-scale or self-employed basis to fit around your other commitments, or have not done any paid work for a number of years.
DDaT is excited to partner with Women Returners to launch this first Return-to-Work Programme. Successful applicants will receive coaching support from Women Returners, by participating in their Career Returners Coaching Programme, to help you to transition successfully back into the workplace.

About the role
As a Delivery Manager you will organise the planning and progress-reporting of a given project/service delivery (sometimes in conjunction with a more senior Delivery Manager). You will facilitate continuous improvement and apply the most appropriate delivery methodology tools and techniques to help members of the software development team and others. You may also be expected to manage dependencies, risks, budgets, resources and overcome obstacles to get the best value from a delivery.
Your key responsibilities will be to:
- Work with teams to create delivery plans through all stages of a project/service and ensure that they are continually reviewed and improved.
- Use team data to understand where performance issues are causing the team pain points and slowing delivery. Work with them, applying relevant techniques, to understand and improve their performance.
- Assist Product Managers with building roadmaps for the services/projects being delivered and ensure key milestones are logged and reported on.
- Report progress against the plan, including the tracking of team performance and effectiveness, to a wide range of stakeholder groups.
- Build and maintain motivated teams, protecting them from external influences that slow down the pace of delivery. Make sure teams collaborate, communicate and work together to focus on what is most important.
- Work with the team’s Product Manager(s) to ensure they have a clear vision for the service. Ensure this vision is communicated to and understood by the team and external stakeholders.
- Facilitate the regular team ceremonies and meetings required to ensure that everyone understands what is expected of them.
Record and take responsibility for managing risks, issues and dependencies of a project/service, escalating them to more senior managers when appropriate. Remove blockers from the team’s path so their progress towards their delivery targets is as smooth and clear as possible.
To thrive in this role, you will be someone who has:
- The ability to effectively translate and accurately communicate across technical and non-technical partners as well as facilitate discussions within a multidisciplinary team, with diverse backgrounds, points of views and ways of thinking.
- The ability to provide a clear, open and transparent framework for teams to deliver within.
- A passion for being an advocate on behalf of their team and defends their decision making and processes in the face of external challenge/influence.
- An aptitude to create feedback mechanisms so that teams can measure and improve in a continuous improvement loop.
- A will to act as the point of contact for suppliers.
To be successful in this role you will demonstrate the below:
- Previous experience of working in the delivery of technology or digital based projects.
- Proven communications skills using a variety of methods (written reports, verbal feedback, presentations, etc.), applying the appropriate method to each scenario/audience.
- Strong interpersonal skills with the ability to understand, empathise, negotiate and influence individuals and groups.
- Proven planning and organisational skills.
- Knowledge and experience of different delivery methods, and an ability to assess which methods best fit the type of project/service being delivered.
- Proven budgeting and financial control skills as well as commercial awareness.
The roles are being offered at the salary range listed below. The salary range will be dependent on location and qualifications and there is an expectation that successful applicants new to the Civil Service will join on the pay band minimum.
London: £39,530 – £45,459
National: £35,290 – £40,582
As a Delivery Manager in the Home Office, you will have access to a range of learning and development opportunities that will help you to build and progress your career. For core role skills training, the Home Office makes use of the courses available via the Government Digital Services Academy, a centralised unit who specialise in teaching public sector professionals the skills they need to build the best possible digital services for the public.
There are two key courses that they would look to enrol programme participants on; the first is the digital and agile foundation course, a 10-day course covering how to be part of a digital delivery team in government. The second is the working level course for Delivery Managers; where you will gain more experience with techniques and frameworks used by agile teams.

With access to their online learning tools: Pluralsight, which contains over 7,000 courses covering all aspects of technical and digital skills which you can use to learn at your own pace, and Safari Books, a vast online library of resources for those who find reading about subjects a fun and essential part of their learning process.
